أكد الأمين العام لجامعة الدول العربية نبيل فهمي أن مدينة القدس تتعرض لمخاطر وتهديدات غير مسبوقة في ظل سعي إسرائيل إلى تغيير الوضع التاريخي والقانوني والديموغرافي القائم في البلدة القديمة والحرم القدسي الشريف، محذراً من أن ممارسات الاحتلال قد تدفع المنطقة نحو صراع ديني واسع النطاق.

وقال فهمي، خلال كلمته أمام الاجتماع الوزاري بشأن القدس، الذي استضافته العاصمة الأردنية عمّان، إن ما يجري في المدينة المقدسة يمثل «حالة لا إنسانية وغير شرعية بامتياز»، متهماً جماعات من اليمين الديني المتطرف في إسرائيل بالسعي إلى تحويل الصراع الفلسطيني-الإسرائيلي من نزاع سياسي قابل للتسوية إلى صراع ديني يقوم على «المعادلة الصفرية»، معتبراً أن القدس هي الهدف الأول لهذه المخططات.

ودعا الأمين العام إلى إطلاق حملة دبلوماسية وقانونية وإعلامية واسعة لكشف مخاطر هذه السياسات أمام المجتمع الدولي، محذراً من أن استمرار الانتهاكات بحق المقدسات الإسلامية والمسيحية قد يؤدي إلى خروج الأوضاع عن السيطرة وإثارة مشاعر دينية على نطاق واسع.

وأشار فهمي إلى أن إسرائيل تواصل تنفيذ مخطط تقسيم المسجد الأقصى زمانياً ومكانياً، على غرار ما حدث في الحرم الإبراهيمي بمدينة الخليل، بالتزامن مع محاولات ممنهجة لتقويض دور الأوقاف الأردنية، مؤكداً أن الاقتحامات المتكررة للمسجد الأقصى، تحت حماية الشرطة الإسرائيلية، تستهدف فرض واقع جديد يخالف الوضع التاريخي والقانوني القائم.

وأكد أن الدفاع عن المسجد الأقصى لا يقتصر على حماية المقدسات، بل يشمل أيضاً حماية الفلسطينيين المقدسيين الذين يواجهون، بحسب قوله، سياسات تهجير وهدم منازل وتضييق على السكن والخدمات، ضمن مخطط يستهدف إفراغ القدس من سكانها العرب، وعزلها عن امتدادها الطبيعي في الضفة الغربية، وطمس هويتها الفلسطينية.

وشدد الأمين العام على ضرورة إطلاق برنامج عربي شامل لدعم صمود المقدسيين، من خلال تنفيذ مشروعات تنموية وتعزيز خدمات التعليم والصحة والإسكان، خصوصاً في ظل إغلاق مقار وكالة «الأونروا» بالمدينة وتزايد الضغوط المعيشية على السكان الفلسطينيين.

وفي ختام كلمته، دعا فهمي إلى تفعيل دور اللجنة الوزارية العربية المكلفة بالتحرك الدولي لمواجهة السياسات والإجراءات الإسرائيلية في القدس، معرباً عن تطلعه إلى أن يصل البيان الختامي للاجتماع إلى الأمم المتحدة والمنظمات الدولية والدول الصديقة، للتنبيه إلى خطورة ما يجري في القدس، والمطالبة بمحاسبة إسرائيل على انتهاكاتها، مؤكداً أن غياب المساءلة يشجع على استمرار مخالفة القانون الدولي والقانون الدولي الإنساني.

ويأتي الاجتماع الوزاري العربي في وقت تشهد فيه القدس الشرقية المحتلة تصاعداً في الاقتحامات الإسرائيلية للمسجد الأقصى، وتزايداً في أنشطة الاستيطان وإجراءات هدم المنازل وتهجير الفلسطينيين، وسط تحذيرات عربية ودولية من المساس بالوضع التاريخي والقانوني للمقدسات الإسلامية والمسيحية. وتؤكد قرارات الأمم المتحدة أن القدس الشرقية أرض فلسطينية محتلة، وترفض أي إجراءات أحادية تهدف إلى تغيير طابعها أو وضعها القانوني.

The Secretary-General of the Arab League, Nabil Fahmy, confirmed that the city of Jerusalem is facing unprecedented risks and threats amid Israel's attempts to change the historical, legal, and demographic status quo in the Old City and the Al-Aqsa Mosque, warning that the practices of the occupation could push the region towards a large-scale religious conflict.

Fahmy stated, during his speech at the ministerial meeting on Jerusalem, hosted by the Jordanian capital Amman, that what is happening in the holy city represents "an inhumane and illegal situation par excellence," accusing extremist religious groups in Israel of seeking to transform the Palestinian-Israeli conflict from a politically negotiable dispute into a religious conflict based on a "zero-sum equation," considering that Jerusalem is the primary target of these plans.

The Secretary-General called for launching a wide-ranging diplomatic, legal, and media campaign to expose the dangers of these policies to the international community, warning that the continued violations against Islamic and Christian sanctities could lead to an uncontrollable situation and provoke widespread religious sentiments.

Fahmy pointed out that Israel continues to implement a plan to temporally and spatially divide the Al-Aqsa Mosque, similar to what happened at the Ibrahimi Mosque in the city of Hebron, coinciding with systematic attempts to undermine the role of the Jordanian Waqf, emphasizing that the repeated incursions into the Al-Aqsa Mosque, under the protection of the Israeli police, aim to impose a new reality that contradicts the existing historical and legal status.

He affirmed that defending the Al-Aqsa Mosque is not limited to protecting the sanctities but also includes protecting the Palestinian residents of Jerusalem who are facing, according to him, policies of displacement, home demolitions, and restrictions on housing and services, as part of a plan aimed at emptying Jerusalem of its Arab population and isolating it from its natural extension in the West Bank, while erasing its Palestinian identity.

The Secretary-General stressed the necessity of launching a comprehensive Arab program to support the resilience of Jerusalemites by implementing developmental projects and enhancing education, health, and housing services, especially in light of the closure of UNRWA offices in the city and the increasing living pressures on the Palestinian population.

In conclusion, Fahmy called for activating the role of the Arab ministerial committee tasked with international action to confront Israeli policies and measures in Jerusalem, expressing his hope that the final statement of the meeting would reach the United Nations, international organizations, and friendly countries to alert them to the seriousness of what is happening in Jerusalem and to demand accountability for Israel's violations, affirming that the absence of accountability encourages the continued violation of international law and international humanitarian law.

The Arab ministerial meeting comes at a time when occupied East Jerusalem is witnessing an escalation in Israeli incursions into the Al-Aqsa Mosque, an increase in settlement activities, home demolitions, and the displacement of Palestinians, amid Arab and international warnings against tampering with the historical and legal status of Islamic and Christian sanctities. United Nations resolutions affirm that East Jerusalem is occupied Palestinian land and reject any unilateral measures aimed at changing its character or legal status.
