أعلن مصرف سورية المركزي انتهاء مهلة استبدال الأوراق النقدية القديمة في 30 يوليو 2026، بعد تحقيق نسبة إنجاز متقدمة في عملية الاستبدال. وأوضح المكتب الإعلامي للمصرف أن الأوراق النقدية القديمة ستفقد قوتها الإبرائية اعتباراً من 31 يوليو 2026، ولن تكون صالحة قانوناً للتداول أو لإجراء أي معاملات مالية.
وذكر المكتب أن عمليات سحب الأوراق النقدية القديمة ستبدأ في 31 يوليو الجاري وتستمر لمدة خمس سنوات، وستنفذ حصرياً عبر مصرف سورية المركزي في دمشق، باعتباره المركز الوحيد المعتمد لاستقبال طلبات السحب.
الليرة الجديدة
وبخصوص شروط تقديم طلب السحب، أوضح المصرف أنه تم تحديد ألا يقل عدد الأوراق النقدية عن 100 ورقة من أي فئة، ولن تُقبل الطلبات التي تقل عن هذا العدد. بعد التدقيق والموافقة، تُحول القيمة المستحقة إلى الحساب المصرفي المحدد بالليرة السورية الجديدة. وأكد المصرف أن عملية سحب الأوراق النقدية القديمة ستتم دون استيفاء أي عمولات أو رسوم أو ضرائب أو نفقات، وأن مصطلح الليرة السورية في جميع القرارات والتعليمات والتعاملات الرسمية، اعتباراً من 31 يوليو 2026، يشير إلى الليرة السورية الجديدة.
القوة الإبرائية
دعا المصرف المواطنين إلى استقاء معلومات إجراءات السحب من القنوات الرسمية فقط، والالتزام بالتعليمات المعلنة، وتجنب الشائعات والمصادر غير الرسمية.
يذكر أن القوة الإبرائية للنقود هي الصفة القانونية التي تمنحها الدولة لعملتها الوطنية لتصبح وسيلة دفع إلزامية وقانونية لتسوية الديون وإبراء الذمة المالية والمعاملات داخل البلاد. وكان مصرف سورية المركزي أصدر في 30 مايو الماضي قراراً بتمديد فترة استبدال العملة لثلاثين يوماً إضافياً، اعتباراً من الأول من يوليو 2026.
The Central Bank of Syria announced the end of the deadline for exchanging old banknotes on July 30, 2026, after achieving significant progress in the exchange process. The bank's media office clarified that old banknotes will lose their legal tender status starting July 31, 2026, and will no longer be legally valid for circulation or for conducting any financial transactions.
The office mentioned that the withdrawal of old banknotes will begin on July 31 of this year and will continue for five years, and will be carried out exclusively through the Central Bank of Syria in Damascus, as it is the only authorized center to receive withdrawal requests.
The New Lira
Regarding the conditions for submitting a withdrawal request, the bank clarified that the number of banknotes must not be less than 100 notes of any denomination, and requests that fall below this number will not be accepted. After verification and approval, the due amount will be transferred to the specified bank account in the new Syrian lira. The bank confirmed that the process of withdrawing old banknotes will be conducted without any commissions, fees, taxes, or expenses, and that the term "Syrian lira" in all decisions, instructions, and official transactions, starting from July 31, 2026, refers to the new Syrian lira.
Legal Tender Status
The bank urged citizens to obtain information about the withdrawal procedures only from official channels, to adhere to the announced instructions, and to avoid rumors and unofficial sources.
It is noted that the legal tender status of money is the legal characteristic granted by the state to its national currency to become a mandatory and legal means of payment for settling debts and clearing financial obligations and transactions within the country. The Central Bank of Syria had issued a decision on May 30 to extend the currency exchange period for an additional thirty days, starting from July 1, 2026.
