أعلنت وزارة البلديات والإسكان أن إجمالي مساحات الأراضي البيضاء التي دخلت مسارات التطوير أو التداول في منطقة القصيم بلغ نحو 15 مليون متر مربع، في مؤشر يعكس أثر تطبيق نظام رسوم الأراضي البيضاء والعقارات الشاغرة في تحفيز التنمية العمرانية ورفع كفاءة استخدام الأراضي داخل النطاقات الحضرية، وزيادة المعروض العقاري والسكني في المنطقة.

وأوضحت الوزارة أن المساحات التي جرى التعامل معها شملت 606 آلاف متر مربع من الأراضي التي اكتمل تطويرها، وستة ملايين متر مربع دخلت حيز التداول، إضافة إلى ثمانية ملايين متر مربع لا تزال قيد التطوير، وهو ما يعزز تحويل الأراضي غير المستغلة إلى مشاريع عمرانية فاعلة تدعم النمو السكاني والاقتصادي في القصيم.

وبيّنت الوزارة أن إيرادات رسوم الأراضي البيضاء أسهمت في دعم خمسة مشاريع سكنية ومشاريع للبنية التحتية في المنطقة، مؤكدة أن توجيه عوائد الرسوم إلى مشاريع تخدم التنمية الحضرية يساهم في تهيئة بيئة عمرانية أكثر كفاءة واستدامة، ويواكب احتياجات المدن والمحافظات.

وأكدت الوزارة أن هذه النتائج تأتي امتدادًا لجهودها المستمرة لتنظيم السوق العقاري وتحفيز تطوير الأراضي داخل المدن، وتعزيز التوازن بين العرض والطلب، إلى جانب رفع كفاءة استثمار الأراضي وزيادة المعروض من المنتجات العمرانية والسكنية بما يتسق مع مستهدفات رؤية السعودية 2030.

وأشارت إلى أن برنامج رسوم الأراضي البيضاء والعقارات الشاغرة يواصل دوره في تحفيز التطوير من خلال تطبيق الرسوم على الأراضي الواقعة ضمن النطاقات الجغرافية المحددة نظامًا، فيما يواصل مركز خدمات المطورين العقاريين (إتمام) تقديم الدعم لملاك الأراضي عبر منظومة رقمية تضم أكثر من 35 خدمة تغطي مراحل التطوير كافة، وتوفر مسارات واضحة لإنجاز التراخيص والموافقات والتنسيق مع الجهات ذات العلاقة، بما يرفع كفاءة تنفيذ المشاريع داخل النطاقات العمرانية.

وأكدت الوزارة أن التكامل بين تطبيق الرسوم وتمكين الملاك من الخدمات التطويرية يسهم في تسريع تنمية الأراضي وزيادة المعروض العقاري والسكني، انسجامًا مع رؤية السعودية 2030 الرامية إلى بناء مدن أكثر تنظيمًا واستدامة.

The Ministry of Municipalities and Housing announced that the total area of white lands that have entered development or trading pathways in the Al-Qassim region has reached approximately 15 million square meters, indicating the impact of implementing the white land and vacant property fee system in stimulating urban development, enhancing land use efficiency within urban boundaries, and increasing the real estate and housing supply in the region.

The ministry clarified that the areas dealt with included 606 thousand square meters of land that has been fully developed, six million square meters that have entered the trading phase, in addition to eight million square meters that are still under development, which enhances the transformation of unused lands into effective urban projects that support population and economic growth in Al-Qassim.

The ministry indicated that revenues from the white land fees have contributed to supporting five housing projects and infrastructure projects in the region, confirming that directing the proceeds from the fees to projects that serve urban development contributes to creating a more efficient and sustainable urban environment, meeting the needs of cities and governorates.

The ministry emphasized that these results are a continuation of its ongoing efforts to regulate the real estate market, stimulate land development within cities, and enhance the balance between supply and demand, in addition to increasing the efficiency of land investment and increasing the supply of urban and housing products in line with the targets of Saudi Vision 2030.

It pointed out that the white land and vacant property fee program continues to play its role in stimulating development by applying fees to lands located within the defined geographical boundaries, while the Real Estate Developers Services Center (Itmam) continues to provide support to landowners through a digital system that includes more than 35 services covering all stages of development, providing clear pathways for completing licenses, approvals, and coordination with relevant authorities, thereby enhancing the efficiency of project implementation within urban boundaries.

The ministry confirmed that the integration between applying fees and enabling owners to access development services contributes to accelerating land development and increasing the real estate and housing supply, in harmony with Saudi Vision 2030 aimed at building more organized and sustainable cities.
