تتجه الولايات المتحدة نحو إعادة صياغة علاقتها العسكرية مع إسرائيل، في خطوة قد تمثل تحولاً كبيراً في طبيعة التعاون بين البلدين منذ عقود، إذ يدرس الكونغرس مشروعاً يهدف إلى استبدال نموذج المساعدات العسكرية السنوية بشراكة دفاعية وصناعية وتكنولوجية أكثر تكاملاً، تقوم على التعاون المؤسسي طويل الأمد في مجالات تطوير الأسلحة والتقنيات العسكرية والاستخبارات.


وبحسب صحيفة نيويورك تايمز، يأتي هذا التوجه في وقت يشهد فيه الدعم السياسي للمساعدات العسكرية الأمريكية لإسرائيل تراجعاً متزايداً داخل الحزبين الجمهوري والديمقراطي، مما دفع مشرعين إلى البحث عن إطار جديد يحافظ على التحالف الإستراتيجي بين البلدين، مع تقليص الاعتماد على المساعدات المالية المباشرة.


ويتضمن مشروع قانون السياسة الدفاعية السنوي، الذي أقره مجلس النواب وينتظر التصويت عليه في مجلس الشيوخ، إنشاء مكتب دائم داخل وزارة الدفاع الأمريكية (البنتاغون) يتولى تنسيق التعاون الدفاعي والصناعي مع إسرائيل، والإشراف على برامج تطوير واختبار ونشر التقنيات العسكرية الحديثة.


ويشمل التعاون المقترح مجالات متقدمة، من بينها الذكاء الاصطناعي، والأنظمة العسكرية المستقلة، والدفاع الصاروخي، والأمن السيبراني، إلى جانب توسيع تبادل المعلومات الاستخباراتية، مع تضمين ضمانات تهدف إلى حماية المصالح والأمن القومي الأمريكي.


ويستند المشروع إلى شراكات قائمة بالفعل بين البلدين، أبرزها الإنتاج المشترك لمنظومتي الدفاع الجوي «القبة الحديدية»، و«مقلاع داود»، بالتعاون بين شركات أمريكية وإسرائيلية، وهو نموذج يسعى المشرعون إلى تحويله إلى إطار قانوني دائم.


ويحظى المقترح بدعم الرئيس الأمريكي دونالد ترمب ورئيس الوزراء الإسرائيلي بنيامين نتنياهو، اللذين يعتبران أن العلاقة بين البلدين ينبغي أن تنتقل من نموذج «المانح والمستفيد» إلى «شراكة إستراتيجية متبادلة»، بما يسمح للولايات المتحدة بالاستفادة من الخبرات الإسرائيلية في مجالات الابتكار العسكري والتكنولوجيا الدفاعية، بدلاً من الاقتصار على تقديم الدعم المالي.


ويأتي ذلك قبل انتهاء مذكرة التفاهم الحالية الخاصة بالمساعدات العسكرية الأمريكية لإسرائيل في عام 2028، والتي تنص على تقديم نحو 3.8 مليار دولار سنوياً، وسط مؤشرات متزايدة على صعوبة تجديدها بالصيغة نفسها في ظل المتغيرات السياسية داخل الولايات المتحدة.


ويرى مراقبون أن الحرب في غزة ساهمت في تسريع هذا التحول، بعدما تصاعدت الأصوات داخل الكونغرس المطالبة بإعادة النظر في المساعدات العسكرية، في وقت أظهرت فيه استطلاعات الرأي انقساماً متزايداً داخل الحزبين، خصوصاً بين الناخبين الشباب.


ورغم تأييد عدد من المشرعين للمشروع، فإنه يواجه انتقادات من أعضاء في الكونغرس، بينهم السيناتور كريس فان هولن، والنائب توماس ماسي، والنائبة ألكسندريا أوكاسيو-كورتيز، الذين يحذرون من أن إلزام الولايات المتحدة بالإنتاج الدفاعي المشترك قد يمنح إسرائيل نفوذاً أكبر على بعض القرارات العسكرية الأمريكية، ويجعل فك هذا الارتباط أكثر تعقيداً مستقبلاً.


ويستشهد المنتقدون بتجربة الإنتاج المشترك لمنظومة «القبة الحديدية»، مشيرين إلى اعتراضات إسرائيل السابقة على نقل بعض هذه الأنظمة إلى أوكرانيا بعد الغزو الروسي، خشية وصول التكنولوجيا إلى أطراف قد تستخدمها ضد إسرائيل، وهو ما اعتبره المعارضون مؤشراً على احتمال تقييد حرية القرار الأمريكي في المستقبل.


في المقابل، يؤكد مؤيدو المشروع أن الولايات المتحدة تطبق نماذج مشابهة من التعاون الدفاعي مع حلفاء آخرين، مثل المملكة المتحدة وأستراليا، وأن الشراكة المقترحة ستوفر لواشنطن إمكانية الاستفادة من التقنيات الإسرائيلية المتقدمة، مع تقليل الاعتماد على برامج المساعدات المالية السنوية.


ولا يزال مشروع القانون قيد المناقشة داخل الكونغرس، إلا أن إقراره سيشكل تحولاً إستراتيجياً في طبيعة العلاقات الأمريكية - الإسرائيلية، عبر نقلها من إطار الدعم المالي التقليدي إلى شراكة دفاعية وصناعية واستخباراتية أكثر عمقاً واستدامة.

The United States is moving towards reshaping its military relationship with Israel, in a step that could represent a significant shift in the nature of cooperation between the two countries after decades. Congress is considering a proposal aimed at replacing the model of annual military aid with a more integrated defense, industrial, and technological partnership, based on long-term institutional cooperation in the fields of weapon development, military technologies, and intelligence.


According to The New York Times, this trend comes at a time when political support for American military aid to Israel is increasingly declining within both the Republican and Democratic parties, prompting lawmakers to seek a new framework that maintains the strategic alliance between the two countries while reducing reliance on direct financial aid.


The annual defense policy bill, which has been approved by the House of Representatives and is awaiting a vote in the Senate, includes the establishment of a permanent office within the U.S. Department of Defense (the Pentagon) to coordinate defense and industrial cooperation with Israel and oversee the development, testing, and deployment of modern military technologies.


The proposed cooperation includes advanced areas, such as artificial intelligence, autonomous military systems, missile defense, and cybersecurity, alongside expanding intelligence-sharing, with guarantees aimed at protecting U.S. interests and national security.


The proposal is based on existing partnerships between the two countries, most notably the joint production of the "Iron Dome" and "David's Sling" air defense systems, in collaboration with American and Israeli companies, which is a model that lawmakers seek to transform into a permanent legal framework.


The proposal is supported by U.S. President Donald Trump and Israeli Prime Minister Benjamin Netanyahu, who believe that the relationship between the two countries should shift from a "donor and recipient" model to a "mutual strategic partnership," allowing the United States to benefit from Israeli expertise in military innovation and defense technology, rather than being limited to providing financial support.


This comes before the expiration of the current memorandum of understanding regarding American military aid to Israel in 2028, which stipulates the provision of about $3.8 billion annually, amid increasing indications of difficulty in renewing it in the same form given the political changes within the United States.


Observers believe that the war in Gaza has contributed to accelerating this shift, as voices within Congress calling for a reevaluation of military aid have grown louder, while polls have shown increasing division within both parties, particularly among young voters.


Despite support from several lawmakers for the proposal, it faces criticism from members of Congress, including Senator Chris Van Hollen, Representative Thomas Massie, and Representative Alexandria Ocasio-Cortez, who warn that obligating the United States to joint defense production could give Israel greater leverage over certain American military decisions and make disentangling this connection more complicated in the future.


Critics cite the experience of joint production of the "Iron Dome" system, pointing to Israel's previous objections to transferring some of these systems to Ukraine after the Russian invasion, fearing that the technology could reach parties that might use it against Israel, which opponents view as an indication of the potential restriction of American decision-making freedom in the future.


In contrast, supporters of the proposal assert that the United States applies similar models of defense cooperation with other allies, such as the United Kingdom and Australia, and that the proposed partnership would provide Washington the opportunity to benefit from advanced Israeli technologies while reducing reliance on annual financial aid programs.


The bill is still under discussion in Congress, but its approval would represent a strategic shift in the nature of U.S.-Israeli relations, moving from a traditional financial support framework to a deeper and more sustainable defense, industrial, and intelligence partnership.
